The Wayne murders[]
Harvey Bullock found himself partnered up with James Gordon - a rookie detective with values of virtue that was not really compatible with Harvey's style. Bullock complained to Captain Sarah Essen about being partnered with Jim, but it did little good. Harvey and Gordon's first case together involved a double homicide in the Theater District of Gotham. When they arrived on the scene however, Harvey recognized the victims as Thomas and Martha Wayne. Bullock did not want the hassle of a high profile murder case and wanted to see things brought to a close as quickly as possible. The one known witness to the murder (at the time) was the Waynes' young son, Bruce.
The only clue that Bullock and Gordon turned up relating to the Waynes' was a string of pearls owned by Martha Wayne that was taken from the scene after the mugging gone wrong. Harvey contacted a known fence who operated in the area, Fish Mooney. Fish and Harvey had an amicable relationship and an understanding that allowed each of them to pursue their respective careers with ease. Gordon's presence however, put a wrench into all of this, and Fish began to regard Harvey as a liability. When Fish wanted to have Gordon taken out, Harvey warned her off, saying that if she killed his partner, then she would have to come after him. [2]
Rise of the Villains[]
Following the apparent demise of Fish Mooney, Bullock's career with the GCPD was on borrowed times, especially since Commissioner Gillian Loeb had his eyes turned towards getting rid of Jim Gordon at all costs. Bullock eventually quit the department and began working as a bartender. Ironically, this was right around the time that he had stopped drinking. Bullock was clean and sober for thirty-two days before he saw Gordon again. [3]
