International Circus

The International Circus is a fictional circus featured in the British science fiction television series Doctor Who. It first appeared in "Terror of the Autons (Part 1)" in 1971. The International Circus was founded by a man named Lew Russell, who went by the professional name of Luigi Rossini. The circus was operating in England when Rossini had an encounter with the renegade Time Lord known as The Master. At first, Rossini believed that the Master was just a conjuror and indicated that his circus had no use for such an individual. The Master then hypnotized Rossini and forced him to steal the Nestene energy unit, which had remained on Earth since the consciousness' last attempt to conquer the planet.
